In 1968 - He graduated from the Kyiv State Shevchenko University, Department of history.

Since July 1968 - Attaché, Third Secretary of the Department of International Organizations, Ministry of Foreign Affairs of the Ukrainian SSR.

1997 – 2001 - Ambassador-at-Large, Inspector-General of the Ministry of Foreign Affairs of Ukraine.

2004 – 2006 - Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Philippines.

On 11 May, 2006 - Y.Kostenko was appointed as Deputy Minister for Foreign Affairs of Ukraine
