The Ukrainian party does not prejudice the fact that the Russian Federation Black Sea Navy is subordinated to its commander-in-chief and nobody intends interfering in the process of activity and control of the Russian Federation Black Sea Navy. Simultaneously, nobody may prejudice the right of Ukraine to control those who stay in our territory.
Temporary disposition of the Russian Federation Black Sea Navy in the territory of Ukraine is regulated by three basic agreements between Ukraine and the Russian Federation of 1997. Pursuant to the Section 1 of the Article 6 of the Agreement on the Russian Federation Black Sea Navy Status and Disposition Terms in the Territory of Ukraine, the Russian Federation Black Sea Navy military units should respect sovereignty of Ukraine, comply with its legislation and not interfere in internal affairs of Ukraine. The question of passing by the territorial waters of Ukraine, crossing of the national border of Ukraine by the Russian Federation Black Sea Navy and movement of the Navy units by the territory of our state are regulated by the legislation of Ukraine. It is according to the Article 15 of the Agreement on the Russian Federation Black Sea Navy Status and Disposition Terms in the Territory of Ukraine.
Ukraine completely complies with the provisions of the basic agreements on the Russian Federation Black Sea Navy and hopes that the Russian party would also comply with the respective international legal standards regarding activity of the Russian Navy in Ukraine and the legislation of Ukraine. Strict rhetoric in this issue is unconstructive. Simultaneously, the Ukrainian party positively assesses the willingness of the leadership of the Russian Federation to continue the dialogue on disposition of the Russian Federation Black Sea Navy in the territory of Ukraine.
