Comment of the Press Service of the Ministry of Foreign Affairs of Ukraine on cessation of the Agreement on the Missile Attack Warning and Outer Space Control Systems of July 6, 1992, by Ukraine
On August 13, 2008, the President of Ukraine Mr. V.A.Yushchenko signed the Decree of the President of Ukraine on Cessation of the Agreement on the Missile Attack Warning and Outer Space Control Systems concluded on July 6, 1992.
Based on the said Agreement in the framework of CIS, the missile attack warning system units in Mukacheve and Sevastopol functioned within the united system with other missile attack warning and outer space control systems of the CIS countries.
Taking into consideration the fact that in connection with the withdrawal of the Russian Federation from the bilateral Agreement on the Missile Attack Warning and Outer Space Control Systems between the government of the Russian Federation and the government of Ukraine any expediency of continuation of participation of Ukraine in the Agreement on the Missile Attack Warning and Outer Space Control Systems of July 6, 1992, vanished, pursuant to the Decree of the President of Ukraine the said Agreement ceases for Ukraine.
Pursuant to the Article 10, each member state shall be entitled to withdraw from the Agreement having sent the respective written notice to the depositary of the Agreement. The Agreement for such member country shall cease upon expiration of one year from the day the said notice has been received by the depositary.
The Permanent Representative Office of Ukraine to the CIS Coordination Institutions delivered the CIS Executive Committee a note from the Ministry of Foreign Affairs of Ukraine whereby the Executive Committee as a depositary of the Agreement was informed of the said decision of Ukraine.
The withdrawal of Ukraine from the Agreement of July 6, 1992, will enable Ukraine to establish active cooperation with the European countries for integration of the Ukrainian missile attack warning and outer space control system units with the similar systems and possibly with other states interested in space situation data receipt.
