On July 18, 2008, in Kyiv, the Minister for Foreign Affairs of Ukraine Mr. V.Ogryzko held negotiations with the Minister for Foreign Affairs of Romania Mr. L.Comănescu in the framework of his official visit to Ukraine.

 

Under the chairmanship of the Ministers for Foreign Affairs of Ukraine and Romania at the Ministry of Foreign Affairs of Ukraine, the Ukrainian – Romanian negotiations were held in the course of which a wide range of issues of the present bilateral relations was discussed.

 

It was agreed to hold a visit of the President of Romania Mr. T.Băsescu to Ukraine in autumn 2008 and to organize the second session of the Ukrainian – Romanian Joint Presidential Commission in the framework of the visit.

 

During the negotiations, the matter concerned the need for commercial-economic and investment cooperation extension, resumption of work of the Joint Commission on economic, industrial and scientific-technical cooperation and holding of its fourth session in Bucharest.

 

An important place was occupied by cooperation in humanitarian area. The parties agreed with the need for resumption of the Ukrainian – Romanian joint monitoring of the situation with the national minorities in the Odesa Region and the Tulcea District (Romania). The Romanian party expressed understanding of the initiative of Ukraine on recognition of the Holodomor of 1932 – 1933 as a genocide act against the Ukrainian people.

 

The parties came to agreement on holding of the Ukrainian – Romanian joint monitoring of the entire Danube river delta and discussed the issues associated with resumption of the Danube River Black Sea deep-water navigation pass by Ukraine.

In the framework of the visit of the Minister for Foreign Affairs of Romania Mr. L.Comănescu, the second session of the Committee on Security, European, Euro-Atlantic and Regional Cooperation of the Ukrainian – Romanian Joint Presidential Commission was held under the chairmanship of the Minister for Foreign Affairs of Ukraine Mr. V.Ogryzko.

 

During the session, the Ukrainian – Romanian bilateral cooperation intensification was discussed in the context of European and Euro-Atlantic integration of Ukraine as well as the need for regional and transfrontier cooperation. A separate subject of the negotiations were frozen conflict settlement, the situation at the Western Balkans, interaction of Ukraine and Romania in the Active Endeavor, Black Sea Harmony military operations and the BLACKSEAFOR activity.

 

The Consultation Schedule between the Ministry of Foreign Affairs of Ukraine and the Ministry of Foreign Affairs of Romania for 2008 – 2009 and the Protocol of Cooperation in Education between the Ministry of Education and Science of Ukraine and the Ministry of Education, Research and Youth were signed.

 

It was agreed to sign the Agreement on Local Border Traffic between the Cabinet of Ministers of Ukraine and the government of Romania.
