On July 3, 2008, in the course of the 17th Annual Session (Astana, June 29 – July 3, 2008), the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE PA) adopted the Resolution on the Holodomor of 1932 – 1933 in Ukraine paying homage to the memory of five million Ukrainians killed by the Holodomor caused by the intended actions and policy of the Stalin’s totalitarian regime.

 

The draft resolution was initiated by the Head of the Standing Delegation of the Verkhovna Rada of Ukraine, President of the Parliamentary Committee on Foreign Affairs Mr. Oleg Bilorus.

 

The OSCE states underlined the importance of dissemination of information on this tragedy of the Ukrainian people in the society in order to prevent such catastrophes in the future and supported the initiatives of Ukraine at the international and national levels aimed at elucidation of all truth about the Holodomor of 1932 – 1933 in Ukraine as well as general public and scientific discussion of this subject.

 

The OSCE Parliamentary Assembly confirmed its obligation “to condemn totalitarianism clearly and unreservedly” and urges all the parliaments of the Organization member states to recognize the Holodomor of 1932 – 1933 in Ukraine.

 

Adoption of the OSCE PA Resolution became possible due to active measures of the Ministry of Foreign Affairs of Ukraine and the Standing Delegation of the Verkhovna Rada of Ukraine for recognition of the Holodomor of 1932 – 1933 in Ukraine as genocide against the Ukrainian people.

 

The OSCE PA consists of 320 parliamentarians from 56 states of Europe and North America.
